“Unaccompanied minor policy is ridiculous”

They wouldn't let our daughter board her flight because she would arrive after 7pm at her destination on a direct flight! Their website does not say that is a requirement, just not the last flight of the day. Blamed me for not calling although her birthday was listed when the ticket was purchased!
We have flown unaccompanied minor on several other airlines without issue. We just paid the fee and filled out the form at the airport. Nowhere in the email I received with ticket conformation or on the unaccompanied minor policy page did it indicate I need to pay ahead of time. They just said to let them know she was unaccompanied, which we did the day of the flight.
The policy says also said that children SHOULD be booked to arrive by 7pm but MUST not be booked on the last flight of the day. They don't mean that, though, they actually mean that children MUST not be booked on flights that arrive after 7pm even if they are not the last flight of the day. There were two flights after my daughter's, and again, it was a nonstop flight.
We finally talked with a manager of a manager of a manager who would let her fly. However, once getting to the airport even with manager approval on her information AND a direct phone number to that manager, the checkin agent would still not let my daughter on the flight.
They repeatedly blamed me saying I was supposed to call. I still have yet to see ANYWHERE that says you need to call ahead of time to complete your unaccompanied minor purchase. Supposedly, when I called they would have informed me she couldn't fly on that flight (the ONLY direct flight of the day which is why I chose it) and would have required me to purchase a ticket on an earlier flight that had connections. Why would you require a child to go through connections when there is a direct flight available? I understand not having the last flight of the day for a connecting flight so she doesn't get stuck in some random city. I DON'T understand not allowing a child on a direct flight and instead insisting on a connecting flight based on some arbitrary cutoff time. Other airlines arrival requirements is at least 9pm.
I will not fly with AirTran again! I still can't believe that even with upper manager approval the checkin agent denied her boarding. We could have saved our self a trip to the airport!
