A few years back, SpanAir "lost" my bag on a short flight from Barcelona to Granada, Spain. I was traveling in jeans, but had a nice dinner planned that required slacks and jacket. I went to Zara in Granada, bought slacks, shirt, jacket and shoes (my dress shoes were in the lost bag) and of course kept my receipts. Two days later my bags were returned. Upon returning to the U.S., I filed a claim for the items purchased and after 6 months of constant emails and a few calls to Spain to no avail, I finally located a phone number for a SpanAir office in Washington D.C. One call there and within a week, I had a check for the amount of the purchases -though it was converted from Euros to Dollars so I lost a little. It's "so important" to buy excess coverage? Are you serious? It's a bad bet because the chance that your luggage will get lost is relatively small. Luggage loss is almost never big enough to be the sort of catastrophe that's worth buying insurance for. And even if your luggage gets lost or delayed, you'll collect only if you can prove what you lost, and your excess coverage will pay off only if you lost more than the standard coverage.
